When non-canon characters are introduced they don't get screentime, they're just a playable character (Naraku, Kagura, Ikkitousen characters in Estival, Ikkitousen in PBS, etc.). Its not like this would be a new practice for the Senran games. Instead of just adding these characters that came with the games in the past (every release since they were introduced), they've just tacked them on as DLC. Why not just throw the entire existing cast into this game as long as they only actually focus on the burst renewal characters? Want to play the game with Yozakura anyway?
